......As Voluntary programs streamline procedures, in attempts to maximize their budget, many economically disadvantaged individuals and families are left unable to access entitled services. This may be due to an inability to navigate the on-line application systems, and inability to physically travel to the application intake location or an inability to navigate the complexities of the DCF application process, or some combination thereof.
Additionally, as public services have been reduced in recent years, church and community-affiliated organizations have stepped up to provide for the economically disadvantaged. Unfortunately, however, information about these community-based services is not centralized, but scattered community-wide.
Because of her professional capacity with Florida Department of Children and Families (DCF) and active, diverse involvement in the community's voluntary social service organizations, Barbara Ansar is extremely knowledgeable of the many support programs available to needy individuals and families, as well as the qualifications and restrictions each program has in place. She is also highly aware of the linkage gap the prohibits those in need from accessing the available services. Meeting this linkage gap is the guiding mission of C & L, Inc. and the impetus behind its formation in 2004.
